The Member Authorities of the Tokyo and the Paris Memoranda of Understanding (MoU) on Port State Control launched a joint Concentrated Inspection Campaign (CIC) on Fire Safety.

The purpose of the campaign is:

• to create awareness among the ship’s crew and owners about the importance
of fire safety measures; 


• to verify that the ship complies with fire safety requirements under the relevant IMO instruments

This inspection campaign will be held for three months, commencing from 1 September 2023 and ending 30 November 2023. 

The campaign will examine specific areas related to fire safety in conjunction with the regular Port State Control inspection. A ship will be subject to only one inspection under this CIC during the period of the campaign.

 Almost each deficiency can be related to the SMS onboard.

Ensure ISM is implemented onboard

Train your crews on fire safety issues and drills

Share this document to the vessel for their reference and checks.


1.    1.Are the emergency escape routes maintained in a safe condition? – (07120/04103)

Checks:

Escape routes are clear of obstacles and accessible

IMO signs and marking

Main and emergency lighting is operational

Securing devices of emergency exit hatches are opertaitonal

Incase of passenger ships, that means of escape are marked by lighting or photoluminescent strip

 

2.    2.Are the fire doors in good working condition ? (07105)

Checks:

Fire control plan to identify fire door’s class (A or B)

Actual condition of the door (for corrosion or damage)

Test operation (local/remote) , Make sure doors close and latch properly

Control panel indicators are functional (passenger vessels)

Self closing fire doors are not improperly lashed

Doors in boundary bulkheads of machinery spaces of category A are reasonably gas tight and self closing

Modification and/or repair of fire doors, if any has been accepted by ship’s administration


3.    3.Has the fixed fire detection and fire alarm system been periodically tested in accordance with the requirements of the administration? (07106)

Checks:

Test records for the fire detection and alarm systems

Fire detectors and manual call points ( for damage, obstruction or being painted over)

Control panel indicators (for faults and/or alarms of general fire detection and fire alarm panel and repeaters)

Main and emergency power supply for control panel

Spares should be available on board

 
4.    Are ventilation closing appliances capable of being closed? (07116)

Checks:

Test ventilation closing appliances (proper and operation)

Means of closing ventilation are accessible (and closed from outside the space they served)  and properly marked (marking and indication open/close position)

Check that there is no presence of holes or severe deterioration (including conditions of sealing/gaskets)

Check if the operation is not obstructed by equipment stores or cargo

If applicaple check that battery room ventilators are fitted with functional means of closing and provided with an appropriate warning notice at the closing device.

 

5.    5.Are the means of control for power ventilation of machinery space operable from two grouped positions ? (07116)

Checks:

Means of control for power ventilation is provided for stopping ventilating fans

Power ventilation of ER is operable from two positions one of which shall be outside the ER

Means provided for stopping the power ventilation of the ER are entirely separated from ventilation of other spaces

 

6.    6.Can each fire pump deliver at least the two required jets of water ? (07113)

Checks:

Fire pump and emergency fire pumps are capable to deliver 7 bar pressure

Self priming available for the fire pump

Fire pumps are free from leak

Associated fittings are in good condition.

Crew familiar with the various location off starting fire pump

 

7.    7.Are the means of control provided in a position outside the machinery space for stopping ventilation and oil transfer equipment operational? (07114 )

Checks:

Means of controls are accessible , not blocked and are ready for use

Function test on a sample of the remote means of control for stopping ventilation and oil transfer equipment

The ventilation fans and oil transfer pumps are either stopped or their circuit breaker tripped

 

8.    8.Is the room for the fixed gas fire extinguishing medium used only for this purpose ? (07109)

Checks:

C O 2 rom is used for no other purposes (no storage etc)

Structural fire protection not impaired

Emergency lights

Access to the room (key available)

Ventilation

Instructions posted, markings of component/valves

 

9.    9.Are the valves used in the fire main line operational ?(07110)

Checks:

Fire main isolating valves are in good condition

For tankers the isolation valves fitted in the fire main at poop front and on the tank deck are in good working condition

Hydrant valves are in good working condition. No leakage should be observed from the hydrant once the valve is completely shout

 

1  10,Where a fire drill was witnessed was it found to be satisfactory? (07125)

Checks:

Fire drills shall be conducted and recorded

Crew is familiar with location and operation of fire fighting systems and appliances

The fire drill is carried out as far as possible like a real emergency

The crew can respond in an event following an emergency

The crew can communicate , receive and carry out instructions efficiently

The master is in control of the emergency and the information flow is from one central command location
